smokers at bus stops

Always when it's raining outside you can see one phenomena (at least here in Germany) it's raining cats and dogs and the people smoking are standing in the small cabins at the bus stops while the non smokers stand outside getting all wet. I always wonder why the smokers can't be fair enough to take care of those people so that everyone can stand in the little house. But no. Sometimes you can see 1 person standing inside smoking and 5 outside getting wet. That really annoys me. What about you? How is it in your country / city??
